NT Government releases ICAC IT tender

Office of the Independent Commissioner Against Corruption

The NT Government has cleared the way for the Independent Commissioner Against Corruption (ICAC) to purchase a key and essential business system that is necessary to speed up investigations and intelligence analysis, and track information for the protection of whistleblowers.

A tender for the Office of the ICAC case management system has been released on the Quotations and Tenders Online website.

The system will be used to securely store information, assist with the triage and assessment of reports, coordinate investigations and record documents and data. Importantly, it will provide essential analysis for the benefit of the NT Government.

Commissioner Ken Fleming QC thanked Chief Minister Michael Gunner, Treasurer Nicole Manison and her staff, Under Treasurer Craig Graham and his staff, and Department of Corporate and Information Services (DCIS) Chief Executive Kathleen Robinson for clearing the way for this essential procurement.

“We thank the NT Government for considering our requests for funding and acting to address this critical operational need,” Mr Fleming said.

“This key piece of technology will increase our efficiency and productivity, allowing us to do our job more effectively. It should be in place by mid-2020.”

A Business Case for the case management system was prepared by DCIS and considered all applications, systems and services that could meet the ICAC’s business requirements, including existing NT Government systems.

The Office of the ICAC has received more than 330 reports of improper conduct since 30 November 2019, with more than 80 reports received since 1 July 2019.

There are currently 25 ICAC-led investigations underway into allegations of serious improper conduct, and another 21 which have been referred to other agencies but will be supervised by the Office of the ICAC.

Local providers with the skills and experience to deliver to the tender specifications are encouraged to submit a tender.
