Northern Territory Government
Department of Infrastructure, Planning and Logistics Graduated Licensing System for Motorcyclists
25 July 2022
The Northern Territory Government is committed to improving road safety in the Northern Territory and reducing fatalities and serious injuries on our roads.
A proposed Graduated Licensing System for motorcyclists has been developed to reduce and manage the risk of crashes among inexperienced motorcycle riders.
This proposed model outlines a new process which, if adopted, will see an applicant progress through the graduated licensing system for motorcyclists. Motorcyclists would initially obtain a learner rider licence, graduate to a provisional rider licence and onto a full/open motorcycle licence once milestones are reached.
A position paper presenting the Northern Territory’s preliminary position towards a motorcycle graduated licensing system has been developed.
The Department is now seeking feedback on the position paper to assist in determining a final position for consideration by Government.

Consultation will close 22 August 2022.
Quotes from Scott Lusted, General Manager, Transport and Civil Services
“Every serious road crash has ongoing and devastating effects for our families and communities, and motorcyclists account for a significant proportion of serious injuries and fatalities on Territory roads.
“We have developed a position paper presenting a proposed model for a Graduated Licensing System for motorcyclists which is aligned with the Northern Territory’s Towards Zero Road Safety Action Plan. The intent is to reduce the risk of crashes among novice riders by imposing restrictions or conditions until they have more experience.
“We’re seeking community and stakeholder feedback via haveyoursay.nt.gov.au to assist in determining a final position for Government to consider.”
